The following roundup is for the San Bruno City Council meeting that took place on December 8, 2009. The meeting was followed by a subsequent San Bruno Redevelopment meeting. This meeting was holiday short and to the point, the agenda was not overwhelming and was moderately attended.
San Bruno City Council Meeting
The personnel board presented it’s annual report this evening. Pursuant to San Bruno Municipal Code 2:36, 140, A-L the personnel board operates in advisory role to the city council and is responsible for job classification, job descriptions, recruitment, interviewing assistance and proctoring of examinations (among other things) for the city’s personnell recruiting needs for all community services. This year the board recommended 27 job description revisions, streamlined the recruiting status and overall process, continued to improve the exam proctor procedures and implemented a comprehensive review.
The city council adopted resolution to approve new time limited parking restrictions in the 400 block of 3rd avenue, specifically the median parking in front of Belle Aire school. At the request of the school officials and through the support of the community, the median parking is filled with spillover parking from the neighborhood and serves to cause backup during drop off/pickup hours. The new parking duration time limits are 15 minutes on weekdays from the hours of 7:30AM to 8:30AM and again from 2:00PM to 3:30PM. To avoid confusion, the new parking limit will apply and be enforced year round.
The council adopted resolution to approve an increase in the construction budget and appropriate $50,000 from the redevelopment fund to the El Camino Real Phase 1 medians and Pedestrian Improvement Project. This money will be used to pay for the additional excavation and soil removal work. Councilman Ibarra asked to make sure the work was being documented in phase 1 to ensure the same types of issues will not be incurred by later projects. The city verified that documentation has taken place, and that the learning process is in full flow for phase 2.
Lastly, a report and update was receive3d regarding the California Department of Housing and Community Development’s review of the Draft Housing Element. A study session that was submitted to the HCD in August and has now passed a 60 day review with minor revisions, except for requirements for the plan for homeless housing. The current 10 bed size limit is not adequate, and an additional 32 beds are needed according to a homeless census and survey done by the county. The staff recommends to remove the limit on shelter beds, and that the housing element will coordinate with other service providers to determine standards and draft appropriate verbiage discussed in the HDC revisions.
Councilwoman O’connell announced that the beautification task force was gathering pictures of San Bruno holiday lights and decorations from the public, both interior and exterior for display on the city’s website. Redevelopment Agency Meeting
The redevelopment agency is comprised of the San Bruno City Council, and heard a presentation RSG consulting, who is working to create a strategic development implementation plan on San Bruno’s behalf to be completed in January. The implementation plan is built in 5 year increments and attempts to prioritize projects and programs as well as plan to coordinate development with other projects such as the grade separation project and the transit corridor specific plan. The purpose of the implementation plan is to improve communities, improve infrastructure, revitalize neighborhoods, create affordable housing and foster public/private partnerships. The presentation described how redevelopment is financed, the tools available and the time lines. As with any good implementation plan, success factors and implementation strategies were outlined and discussed. Taxation projections were also covered. A strategic plan has already been helpful in projects such as the Crossing, police facility and the Downtown Facade improvement program. The Implementation plan will be presented to the city council after it’s scheduled completion in January, and may or may not be accepted by the city council at that time.
